AGRICULTURAL COMMISSION
One member

Duties:  Facilitate and advocate farming and agriculture in Stow; promote agricultural-based economic opportunities; provide dispute resolution services; and work with Town officials and boards to promote and protect agricultural interests.

Qualifications: Registered voter of Stow or owner of agricultural business in Stow.

Term:  Appointment by the Board of Selectmen to the remainder of a three-year term ending June 30, 2011.

COUNCIL ON AGING
One member

Duties:  To coordinate and carry out programs designed to meet the needs of the senior population in coordination with programs of the Massachusetts Department of Elder Affairs as established under the Massachusetts General Laws.

Qualifications:  Registered voter of Stow. A sincere interest in the welfare, health and well being of senior citizens.  A willingness to accept and carry out assignments in that regard.  A commitment of time and attendance at monthly meetings held the second Thursday at 9:00 A.M.

Term:  Appointment by Board of Selectmen to fill an indefinite term.

Application: Please arrange to attend the monthly Council meeting on Thursday, December 10, 2009 at 9:00 a.m. or Thursday, January 14, 2010 at 9:00 a.m. in the Council on Aging Center in the Town Building. The Board of Selectmen will accept letters of application until 5:00 pm on Thursday, Janurary 14, 2010.

MUNICIPAL AFFORDABLE HOUSING TRUST
One member

Duties: Create and preserve affordable housing in Stow for the benefit of low- and moderate-income households, pursuant to MGL Chapter 44, section 55c and Chapter 109 of the Acts of 2006. Accept, invest and spend funds in the Trust’s care; buy sell, hold, and manage real property.

Qualifications:
  • Registered voter of Stow.  
  • Applicants should share a commitment to the long-term welfare of the town and desire to increase the housing choices in Stow for its past, current, and future residents and employees.
  • Possess some of the following requisite skills and background: 1) financial and investment management; 2) law, especially real estate or municipal; 3) business or project management; 4) property or facilities management; 5) real estate transaction experience.
  • Have no appearance of or actual incompatible interest with the business of the Trust, such as a connection to current or proposed residential development in Stow.
Term:  Appointment by Board of Selectmen to a two-year term ending June 30, 2011.

REGISTRAR OF VOTERS
One Republican Party Member

Duties: Registrars are responsible for the entire voter registration process, maintaining registration records, and for sending certain records to the Secretary of the Commonwealth. Registrars prepare the street list, annual register of voters, and the voting lists.

Qualifications: Registered voter in Stow. Member of the Republican Party for at least the previous two years.  Must hold no other public office by public election or by appointment of the Selectmen.

Term:  Three-year appointment by the Board of Selectmen, ending March 31, 2012.

Application: Letters of application will be accepted by the Selectmen’s Office until 5 p.m., Thursday, January 14, 2010.

SPRINGFEST ORGANIZING COMMITTEE
One member
Duties:  Plan and oversee SpringFest, the town’s annual festival held in May. Identify and schedule events for the weekend. Recruit and organize participants and volunteers. Promote and publicize festival. Supervise site set-up and clean up.

Qualifications:  Registered voter of Stow. Energy and enthusiasm to create an enjoyable community-wide celebration for all ages. Ability to commit time to planning and event management. Team player with a good sense of humor.

Term:  Appointment by the Board of Selectmen to the remainder of a two-year term, ending June 30, 2011.

FINANCE COMMITTEE
Four Associate Members for One Year

Duties:  1) Reviews budgets and warrant articles to be presented at Town Meeting in order to make recommendations to the voters, balances requests with the Town’s ability to pay, and 2) considers requests for transfers from the Reserve Fund.

Qualifications:  Registered voter of Stow.  Interest in and time to serve the Town.  Willingness to attend other departmental meetings.

Term:  One-year term, ending at the conclusion of the 2010 Annual Town Meeting.

Application:  The Town Moderator will be accepting applications until 5 p.m., Thursday, January 14, 2010.

CAPITAL PLANNING COMMITTEE
Three Associate Members for One Year

Duties:  1) To study, with the Town Administrator, proposed capital outlays involving the acquisition of land or any expenditures of $10,000 or more, having a useful life of at least three years.
2) Preparation of an annual report containing a budget of such capital outlays and a capital program for the following four years.

Qualifications:  Registered voter of Stow. Those to be appointed by the Moderator shall not be employed by, nor serve as, officers of the Town.

Term:  One-year term, ending at the conclusion of the 2010 Annual Town Meeting.

Application:  The Town Moderator will be accepting applications until 5:00 p.m., Thursday, January 14, 2010.

STOW HOUSING AUTHORITY
One member

Duties:. Study the housing needs of Stow and provide programs to make available housing for families of low income. Have such other powers and duties as are given to local housing authorities, under Mass General Law Chapter 121B.

Qualifications: Registered voter of Stow.  Applicants should have an interest in short- and long-term affordable housing in Stow.

Term: Joint appointment by the Stow Housing Authority and the Board of Selectmen, to fill three years of an unexpired five-year term.

This is an elected position, pursuant to Town of Stow Charter Article 3, Section 9. The vacancy was not filled in the May 2009 Town election thus requiring a joint appointment by the two boards.

Application: The Board of Selectmen will accept letters of application until the position is filled by appointment or until the May 2010 election, whichever comes sooner.

ZONING BOARD OF APPEALS
One member

Duties:  The Zoning Board of Appeals is a quasi-judicial board as established by state law and has specific duties and responsibilities including:

  • Hear appeals from parties aggrieved by the decision of an administration official concerning zoning issues.
  • Hear and decide applications for certain special permits as provided by the zoning bylaws.
  • Hear and decide petitions to vary specific requirements of the zoning bylaws.
  • Hear and decide applications for comprehensive permits.
Qualifications:  Registered voter of Stow. Sound independent judgment, a sense of fairness and an ability to act on the evidence (and information) as determined with reference to the applicable sections of the Town of Stow's zoning bylaws and the Commonwealth of Massachusetts General Laws Chapter 40A, The Zoning Act.

Term:  To complete an unexpired five-year term expiring June 30, 2012, upon appointment by the Board of Selectmen.

Application:  The Selectmen will accept letters of application until 5:00 p.m., Thursday, January 14, 2010.

NOTICE OF VACANCY

 LIGHT POLLUTION STUDY SUB-COMMITTEE
(ONE MEMBER)

Powers and Duties: 
Evaluation of existing lighting, development of a plan to educate businesses and residents about lighting options, work with the Planning Board to suggest lighting-related mitigating conditions for development proposals, and formulation of recommendations for lighting in Stow.

Qualifications: 
Registered Voter of Stow.  Applicants should have an interest in mitigation of light pollution.

Term: 
Annual appointment.

Application:  
The Planning Board will accept letters of application until 5:00 pm on Friday, September 4, 2009.
